I am a quadriplegic gamer, and my screen is close to my face. I need the game to run in a 1024x768 window. I went to Documents >My Games>SK >Pref and adjusted the display height and width. usedesktopresolution = 0 fullscreen = 0. I get the right size window, but the game appears even smaller with black in the rest of the window. the interface doesn't work. Can anyone help?

Start game. Click on options. Move the slider for resolution (default is desktop) to 1024x768 and that's it.

Edit: Also restart the game to get the game in to right resolution.

I don't get that option. My choices are 1280x720, 1280x768, 1280x800, Custom and Desktop. Nor do I get the option for windowed. It opens automatically in borderless. I can't get a normal window smaller than desktop without editing the file, and even then it won't work properly.

So you tried the Custom option and it did not work for you?

Maybe the best would be asking Support (in case you had not done it already), they may solve it.
