Based on the newest Steam update notice, I'm guessing all they do is add Chinese language support. It's possible that v1.6 added the language and v1.61 tweaked or changed something minor that was introduced by 1.6, but if you don't need Chinese subtitles then you probably don't need to update. I agree that it's annoying you have to be driven to the Steam page to understand GOG updates, something GOG need to improve with better developer communication.
Similar question today (25-1-2022): there's an update notification for SOMA, but the latest version on offer is still v1.61 that's mentioned in the post above mine from last October. So what IS new?
https://www.gog.com/forum/general/games_that_gog_has_left_the_offline_installers_outdated_for/post12 suggests it's an update for the Mac version, where for whatever reason the installer is marked as 1.64, not 1.61 like Windows and Linux.
