Installer keeps asking for 6bin . Have it in my folder and re downloaded but still no go. Help!

Hello,
I've been installing using the offline installer and the process keeps asking for a 7th bin file which wasn't downloaded in the first place
I don't have the bandwidth to download the game again to test if it failed downloading completly or if it is asking for something that is isn't needed.
What is wrong here ?

Using the website "game collection" instead of the galaxy "bonus" section of said game allowed me to download the file I was missing.
Still, this is odd that when you click on download it only partially downloads.
