Just wondering if there is a manual anywhere?

If you have installed the game, there is a PDF manual at C:\GOG Games\Sins of a Solar Empire - \Rebellion\manual_rebellion.pdf. It will give you basics of the user interface, but does not discuss specific statistics of individual units. You will not learn from it how much damage any given unit does, specific shield, armor, or hull values, nor the precise effects of any unit's special abilities.
