Not sure if this is specific to the version of wine or Ubuntu (UbuntuMATE), but I was experiencing some annoying sound delay (very noticeable in the helicopter opening level)
It appears to be an in-game issue, environment variables like PULSE_LATENCY_MSEC made little to no difference.
The best I could do was to open the console via ~ in game and use:
cl_maxfps 60
s_mixahead 0.03
snd_restart
The mixahead is set as low as can go without stuttering, anything lower than 1/cl_maxfps is almost guaranteed to stutter.
Some levels are better than others, sound is sometimes still up to 3-5ths of a second delayed.
If anyone has any better solutions that would be great.
