Looking at the screenshots, and from what GOG moderators have said, this should be the 100% uncensored version.

I would just like to note that, so far, in my play through of SIN, the GOG version appears to be uncensored.

And looking at the page Denilsonsa linked to, I'd say I've already seen a third of the uncensored textures in-game, so I think it's safe to judge the game as complete and un-edited by the content police.
It is version 1.11 that is sold on GOG. 1.11 was the final patch for the retail boxed game. The version sold on Steam was version 1.12. This included the so-called censored textures. I think the official statement was that some textures were changed due to "licensing issues".

While it is uncensored it is not the same data set from the retail version. But in a good way! If you look at the sin steam changes page you'll notice a few of the bulletin boards received typo corrections. The typo corrections are included with the uncensored textures! I've personally seen the boards with the klaatu barada nikto and swanzucker corrections, though I failed to get screenies. So thank you, GOG, for quietly giving us the best of both worlds!

Of course it could be that one of the retail patches fixed those and I'm a giant moron. Either way I am very happy with this release.
I could totally assure isn´t censored, but I still think some things are missing (maybe I could see them later, but I think some PCGAMER magazines were scattered in the Bank level, or maybe my memory is a bit flawed xd)

Anyway, it ISN´T the Steam version (even you can still see RItual´s Quake 1 mission pack "Scourge of Armagon".
