I DELETED MY MESSAGE.
I found 2 solutions for my environment.
(1) I created another local user account.
I logged in as another user and I could run the game without any problem.
(2) I preferred to run the game with my ordinary user account. I found I could run the game with SYSTEM privilege.
1. I downloaded "PsExec" from
/learn.microsoft.com/en-us/sysinternals/downloads/psexec
I used PsExec64.exe only. I copied it to a folder in my PC.
2. I created a shortcut to PsExec64.exe, opened the property of it with right mouse button and edited Target like below.
<Path of PsExec64.exe> -sid <Path of SC3U.exe>
It was
D:\Tools\PsExec64.exe -sid "C:\GOG Games\SimCity 3000 Unlimited\Apps\SC3U.exe"
in my environment.
I clicked "Advanced", checked "Run as administrator" and clicked "OK".
I renamed the shortcut as "SimCity 3000 Unlimited".
When I opened the shortcut, PsExec64.exe showed me "SYSINTERNALS SOFTWARE LICENSE TERMS" only for the first time.
3. As for "Building Architect", I created another shortcut to PsExec64.exe, opened the property and edited Target like below.
<Path of PsExec64.exe> -sid <Path of Baapp.exe>
It was
D:\Tools\PsExec64.exe -sid "C:\GOG Games\SimCity 3000 Unlimited\Apps\Baapp.exe"
in my environment.
I clicked "Advanced", checked "Run as administrator" and clicked "OK".
I renamed the shortcut as "Building Architect".

I assume that Microsoft account causes the problem. Please let me know which you are using, Microsoft account or local account in Windows as I'd like to know if it's true.
