If anyone is interested, I successfully got SimCity 2000 working under DosBox Turbo on Android. I managed to snag it during the summer sale a few months back.

I basically copied the SimCity directory to my SD card, and used the dosbox.conf GOG provided as a basis for configuring Dosbox. The original config did not work out-of-the-box.
As someone mentioned elsewhere, I did have to run the install.exe utility to reconfigure the sound.
The resultant config DosBox Turbo generates is here: https://dl.dropbox.com/u/1987307/SimCity%202000.conf
