(Just a few notes, will only be of interest to you if you miss sc2000 and have the CD.)
I still have my old Win Sim City 2000 CD, and that's the version I wanted to play. I used http://www.makeuseof.com/tag/forget-end-life-woes-windows-8-xp-mode/, and it worked OK, although there is a 30 day limit on the length of time you can run Windows XP in VirtualBox, despite what the linked article says. Sim City 2000 installs and runs (in a very slim 75-100 meg of memory) on the VB instance.
I can rebuild the VB instance every 30 days, but I was not looking forward to this. (I intend to try Korell's suggested win 7 registry changes in http://www.gog.com/forum/simcity_series/windows_95_version/page1 *real soon now*).
This morning I went to maxis.com, and asked on their chat support line if I could get a copy of the source code for sc2000, intending to somehow talk them into open-sourcing it, and/or building an win 8.1 executable/app. No source code (apparently), but, after some hand-waving and sending them a picture (!) of my sc2000 disk, box, my sig, name and particulars on a sheet of paper, they me gave a copy of sc5.
Sc5 seems OK, but the huge memory footprint (700 meg) and slightly different style of game play (as others have noted and mentioned here) give me pause. Will try to report back in a few months with more details and comments on sc5.
