Any possibility of getting this on gog.com aswell? They're not entirely the same game, the 1995 Sega version had a few additional features that made it a lot more fun than the 1994 windows version. All the buildings would change styles depending on the year, and your city would look so much better after 2050. Also you could zoom in further, it had a different cinematic, the music was slightly remastered and better, and more buildings were available to build, like the space colony rockets that offered a sort of end game goal after the year 2050.

GOG only do PC games (at least at the moment, no idea if they have plans to branch off into console emulation) so there wouldn't be any plans to get the Sega Saturn version.

As for the space colony rockets, you are talking about the top-end arcology buildings. In the PC version, if you fill your city with them (I can't quite remember how many of them you need) then they do take off, leaving you with lots of space to start over with again.
Well at any rate, please go vote for it on the community wishlist.

After having a watched a video, the only thing that changed is the tileset. In the windows version, I believe you can manually load a different tileset at any time. In DOS version, it can be changed in SKURK. I am sure you can use your emulator to extract the dingy music.
