Does anyone know where I can snag these without having to register someplace? And would it be illegal if I did grab them without registering?

Trying to download some fan made regions but 99% of them require either of these programs to make them work, else you just get a giant unmolested canvas when you load them.

I have tried three different tutorials on how to convert the files from SimTropolis into working playable regions and I failed with all of them. :P

Why can we just download something, put it in "Regions", and start playing?
