Is there anyway to make a bridge over a ditch. Looking to create a sunken highway but may not be possible.

I would try to make that work.
But how? I try something similar and Roadways always kept to the ground and never offered the bridge option

I don't think I ever really figured it out, even by the end of my last city which had several bridges.

I recall getting some measure of insight from sources like this:
