Just installed SImCity4 Deluxe (offline version), and discovered that it has no Downloads folder. It's supposed to have a Downloads folder for external sc4-compatible files. I tried making a Downloads folder under Regions, as recommended for the standard game, but while the game sees the folder, it can't seem to see anything I put in it.
Did I make the folder in the wrong place?
Is there a way to get the game to make a Downloads folder?
Related question: where does it save user-made Regions, as they don't seem to be kept in the Regions folder.

Never mind, I found the answers somewhere else. All Windows Vista and later make user copies under C:\users\[YourUsername]\Documents\SimCity 4 and that's what you are supposed to work with.
The Downloads folder is *there*, not in the game installation folders.
Should have known, as The Sims 2 works much the same way.
