Wondering if this is coming to GoG, or if the rights to the port are locked up so we won't see a mac version of SimCity 4 here.

Unfortunately, not. Hopefully, it will change.

The Mac edition was released by a different publisher than EA. Since the deal was only made with EA, GOG would need to strike a deal with the publisher who ported the game to OS X. There are several instances of that here.
