Does anybody know how to run Scenario Creator for SimCity 3000 stored in the folder "SimCity 3000 Unlimited\Apps\ScenarioCreator"?

I can't run it even on Windows XP (virtual machine) with Microsoft Acess 97 or 2000 Runtime installed.
