One difference between the two is that the Windows version has the "African Swallow" speed available, which allows you to skip ahead much faster than cheetah speed. A minor thing that would be nice to have, but I don't really miss it because I don't realize how fast I *could* be going because I haven't played with it in so many years.
Thank you Bushbaby for posting the list of scenarios. I recognize some names and connected disasters, so the disaster scenario disk seesm to included like you would expect from a "special version"
I remember the windows version being a little easier to navigate in, and the music seemed to be of quite a bit higher quality.
Speaking of Mayor,
To rename your Mayor and Orginization run the included Loader.exe
the issue with the windows version was the fact that it was coded for the Win 16 api in order to run it on win 64 systems they used the dos port on dosbox. that may also block other classic sim games windows ports since they were ported to win 3.1 not 95
SimCity 2000 was the first computer game I got that wasn't bundled with the PC I had, and I would play the game for hours every day for months. The version I played was the Windows 95 one. I still have the disc but now I have Windows 7 64 bit I can't install the game any more.

After playing the DOS version for a while I did notice a few differences.

One was the lack of a status bar. In the Windows 95 version there was a bar at the bottom of the screen that would tell you of problems in the city, things like "Water shortage reported". Some people might think that I'm confusing it with the newsreel from SimCity 3000 but it was different then that. Most of the time it was blank.

The game used the regular Windows interface, so you could have the game window run at the same size as your desktop resolution if you wanted.

Some of the animations were faster in the Windows 95 version, things like helicopters and trains.

An extra level of zoom. I think there was a help file that came with the Windows 95 version that told of some of the differences.

One thing I did notice with the DOS version is that some of the music tracks are longer.
I had to get a new video card for my computer to play this game. Back in the early 1990's.

Good news was a friend of mine's dad owned a small computer company nearby, and he took me down into the warehouse and helped me get the right card. A few years later in 1998, he hired me and I ran his warehouse (that very one!) for two years until the dotcom bubble burst and they had to close.
