Lehti: I downladed the russian version, and it appears you've added the new d3d9.dll along with a new goggame.dll and icon.
However, the d3d9.dll tanks the framerate to about 10 FPS whenever shadows are visible. This is on a system with an NVidia GTX 670 and an i7 920 processor, so the slowdown isn't caused by an inadequate system. The fan-fixed d3d9.dll had the same problemon NVidia cards. The shadows are being calculated very slowly, and scrolling is extermely slow whenever the internals of a building are being displayed.
I think that the fan-fixed d3d9.dll worked fine when I had an ATI card though.
Hah, I was wondering why it never showed up in the what's just updated thread. :p
Interesting; I have a nvidia 760, and I don't get any framerate issues with the GOG d3d9 dll. I've not tried the fan fix one, but I suspect that they both do very similar things under the covers anyways.
Do other settings make any difference? Fullscreen/windowed, antialiasing or shadow resolution are worth having a play with.
