So you know how in this game if you attack a nations shipping to much or raid their ports they will send pirate hunters after you and close their ports to you so you can't just go in to trade you can only sneak in or attack the port. Well for me thats not happening to me I've raided Puerto Principe, Panama, and Gran Granada from the Spanish, stole Port Royal and Eluthyria from the English and gave it to the French, I sunk quite a few Dutch as well. I'm playing on Apprentice and am a Duke with all four nations if that matters.

My guess is it's because you're a Duke with everyone. A promoted nation seems to keep track of your bounty, but not display or enforce it until it reaches something like 3000. There's a lot of forgiveness. Also, attacking so many nations is probably keeping your bounty mostly even. One bad deed is erased by one equally good deed.

Could also be Apprentice mode. It takes some liberties (like giving full maps, pointing out treasure markers, etc).
