The readme file states:

"GAME SELECTION:
Civilization III, Play the World, and Conquests are all installed when you
install Civilization III: Complete Edition, however, clicking "Civilization III:
Complete Edition" from the Start Menu will launch the Conquests executable. In general, we
recommend launching the product using this method. However, if you wish to play
Civilization III Classic or Play the World, you must navigate to those folders directly and
launch the appropriate executable."

But I only see one executable, Civ3Launcher.exe, and it runs Conquests.

But I only see one executable, Civ3Launcher.exe, and it runs Conquests.
If you right click on the CIV3 shortcurt and choose "open file location" it will take you to:
~\Civilzation III Complete\Conquests go up one level to "~\Civilzation III Complete" and you will fine more executables.

If you enter the folder civ3PTW you will find the executable for Play the World.
None of that is true. If I right click on the "Civilization III" shortcut and choose "open file location" it takes me to ~\Civilization II Complete. The target of the shortcut is "Civ3Launcher.exe". There is only a single executable in that folder, and if I got into civ3PTW there is only one executable there, Civ3XEdit.exe. I assume that's the level editor, not the game.
