I'm running a Radeon RX 560 graphics card and use Windows 10. I've tried to play Civ 3 but the screen constantly flickers on and off, and often makes a "static" noise, even when the sound is off. I've had this problem with other old games as well. Any ideas on how to resolve this?

If you can't resolve it through conventional means like compatibility mode for WinXP SP3 and 16-bit colour mode, then you are simply feeling AMD's lack of care for compatibility with older games, at which point you can only try your luck with hunting a graphics card driver that works for you, if one exists.
If I had to guess, it's because Civ 3 is trying to invoke a resolution/refresh rate that your graphics card/monitor doesn't like at all.

Unlike what Plokite wrote, I feel there's a far more rational explanation. Such as trying to invoke some resolution, but at 75 hz.

Thankfully, there's a solution, too.
