That's caused by having a net negative energy income and no energy reserves. Basically the facilities are being destroyed in order to provide you with energy to cover all of your expenses. To prevent this from continuing to occur either improve your energy income (you can set several bases to stockpile energy for a quick fix), or decrease the amount of energy you're spending on research.
