Is it possible to play the game completely by mouse? I know it is easier with keyboard, but I wonder if there are game actions that are programmed to happen only with keyboard buttons.

I’ve been playing Alpha Centauri for something like fifteen years, and I’ve yet to find a single action that you can’t do with the mouse ;)
Keyboard shortcuts are useful in some cases (depending on your play style), but in no way a necessity.

Yes, you can play mouse only - all actions you can perform on a keyboard can be done by mouse as well - in fact some actions don't have a keyboard shortcut. Make sure you turn on all the menu options in advanced prefs. (See attachment).
