In "Public Nuisance" there's a cutscene, after all the barricades come down, of a mecha-spider coming out of a garage. The game gets stuck here, and keeps replaying this over and over again!
Is anyone else getting this?

Awesome :D. I will not buy it because I already have it genuine, but have you try to skip this cinematic? I don't remember if you can though. There must be a key like echap or action.

and clicking ESC brings you to the main menu
I too am having this problem. Is there still no sign of a solution?
Okay, I have a solution ... well, sort of. When in the constantly looping cutscene, I changed to the gun that fires a shitload of missiles at once (I believe that's the technical term) and fired all over the place. Now due to me either damaging myself, or the spider below, it broke the loop and I could continue playing the game.
Now I know, it's hardly a perfect solution, but at least we can carry on playing until a proper fix comes out.

Not a perfect solution, but definite a hilariously absurd one!
Thanks.
I, too had that problem back when I played Shogo MAD.
My solution was changing to vehicle form (if I recall right, "V" by default) right before that cutscene came.
I hope it works for you, too!
I hit the same snag as the rest of y'all. I hit the tilde key (to bring down the command line) right in the middle of the cutscene. Seems like that interupted the video, allowing me to continue on.
I was having the same problem (running Windows XP SP3, 32 bit), switching to vehicle mode (pressing V, default) before the cutscene fixed it.
I've had this game for a decade, I had no idea "vehicle mode" even existed.
Just change into a Vechicle.
