So, I've been having the sound popping problem in Shogo: MAD, and found the solution (the console command maxfps 55) BUT! How in the name of mecha gods do I open the console? I've been tapping every single button on my keyboard and nothing happens. the 'tilde' key does nothing (the button just left from 1.) so how do I open the console in this game? :D
I have a session open and all that, do I have to enable the console somehow?

Actually I accidentally solved the problem on my own, I lowered the max FPS to 55 in the multiplayer wizard in the launcher, no idea why, or how that works, but it does! :D

The game must use the same graphics settings for both multiplayer and single player, which I guess would make sense. Good job on getting it solved but were you still unable to bring the console up?
