I have two monitors on my PC and Silver Earring consistently started on the left display, despite the right one being the main in Windows.

Solution:

Edit Setup.ini in the game folder and change Layout to Layout(left); or Layout(right); according to whether you want the game to run on the screens defined in windows as being on the left or right - this can only be changed here, I found.

In this file you can also obviously change resolution and other settings without having to start the game.
