I have seen this game on youtube at a very much higher resolution than 640x480 does anyone know of a way to increase the resolution?

The game runs natively in 640x480 or 320x200 only. However, you can change the resolution DOSBox scales the game's resolution to. Find dosboxShatteredSteel.conf in your Shattered Steel directory and open it in a text editor. Look for "fullresolution" and "windowresolution" lines and modify them accordingly.
