Well, performance-wise the game runs fine but I get a very odd issue while in-game. The attached is the best explanation as to what is happening. I tried fiddling with a few things in the dosbox.config file and found that it isn't a problem with it running at a specific resolution or that it was running in fullscreen. Anyone have any suggestions?

looks weird :)
try changing the cpu core in dosbox.conf
the 2 screens in one. are each of the 2 screens complete ? (I mean is there anything missing if you consider the 2 screens separately)
Nothing seems to be missing. Comparing to the demo I played of this way back, that's the whole UI and everything. Changing anything, including core, in the CPU area only changed overall performance. Oh, I'd also like to note that this is happening in-game only. When in menus, everything shows up appropriately and not in the 2.5 screens.
anybody else has this problem ?
I didn't see any issues myself, but have you tried changing the graphic mode? If you go through the Start Menu to Shattered Steel, you'll find a "Graphic Mode Setup" application. It will allow you to switch between the different graphic modes that DosBox allows. I know I had to do this with one of the other DOS games.

I had the same problem but changing rendering type in Menu Start to Direct 3D forem default OpenGL helped :-).

Start the game and go into graphics and realism and set vr device to mono. Sometimes it's just that easy which surprised the heck out of me.
