I have a decent laptop that has more than enough power to run this game. i have gone through the forums and tried the stuff i understood. i used the graphics setup program that came with it, but no setting worked. i tried running it in compatibility mode and it still wont run right. i can't see any videos nor will the mouse pointer show up at all except for every 10 seconds or so. it just leaves a mark on the screen and then moves to another spot and marks it.

We still need details, like hardware specs and OS. Also, exactly how are you launching/running the game (star menu shortcut, desktop shortcut, etc.)?
I am running vista. i am trying to start the game using the desktop icon. intel core2 2gig, 2038MB of memory, intel 945 256MB graphics card. my hardware is not the problem here.
Whether or not your hardware is at fault is not the question. We need to understand the full environment where this problem is occurring in order to provide any meaningful answers and that means knowing what hardware and operating system you have (to start with, at the very least).

However, right off the bat there is a possibility that your processor could be the cause of this problem. DOSBox (the emulator that runs this game) has a history of performance issues with dual core processors, usually they can be solved by simply setting the processor affinity of the DOSBox executable to a single core. If you don't know how to do that already, here are instructions.
Update graphics drivers. (Sadly the latest intel driver for the 945 is from 2009....)
Change output= in dosbox.conf (and verify that it's actually modified by running the command "output" in DOSBox)

Don't apply compatibility mode or change affinity settings for DOSBox.

Not confused at all, Google it, there are plenty of reports of DOSBox behaving exactly as the OP is describing due to running on a multi-core system. Most of them are about non-current versions of DOSBox, but Shattered Steel doesn't ship with the current version of DOSBox anyway.

I think you'll need to point out where in those threads they mention changing affinity.

As for setting too high cycles slowing performance happens on single core systems as well.
I am sorry, but i dont know a thing about dosbox or how to mess with it. as for messing with the affinity, i dont know how that works either, nor do i want to mess with it and mess up my entire machine. thanks for trying to help, but i just wont play it i guess.

Messing with DOSBox simply involves editing a single text file that is pretty much written in plain English. Anything you don't understand can be easily explained by any number of people here on the forums. Setting the affinity does not affect anything on your machine except the application you are setting the affinity on and only for as long as that application is running. It won't break anything on your system. If you are unwilling to put in the effort to get the game running, that's your choice, but the community here is more than willing to help you if you want it.
Ok, i tried changing the affinity, but that does not seem to help much at all. what do i need to edit on the dosbox config file?

The last post about changing graphics did the trick somehow works good now
I was able to get it to run on Windows 7 by right-clicking the Shattered Steel shortcut and running under Windows XP (Servoce Pack 3) and selecting Direct3D under the GOG.com start programs "Graphics Mode Setup".
