I was reading at an interview with Matt Bozon, the director of the game. He elaborated on what he meant by "no DLC". The game won't have any paid DLC, but we'll actually be getting free stuff in the future.

I had a feeling this would be the case, remember that the last entry was kickstarted and had a lot of goals so DLC was a thing but now that this one was not kickstarted they went back to the pirates curse route of single release and that's it. I'm fine with this really. but once in a while having a shantae game loaded to the brim is always a nice addition.
