Yes, the answer does indeed change from game to game.
For HK:
There's the special skill, the cyberaffinity that is needed if you want to chrome yourself up and that directly improves your cyber-weapons. It is dependant on the Body attribute. In addition to that, every (IIRC) cyber weapon bar the whip is reliant on the Melee general skill based on the Strength attribute. The monoflailment whip is, instead, based on the Ranged general skill that is branched from Quickness attribute. If I'm not mistaken, claws need somewhere in the ballpark of 2 points in affinity and whip - in turn - 4 (I'm not sure on the exact number - you'll see them in your skill upgrade screen, however: everything is written in enough of a detail there).
For DF:
I actually can't quite remember if those were in there. If they were, however, there was no affinity skill, but (again, my memory is a bit fuzzy on this matter), they were - I think - still based on Melee and Quickness respectively.
For DMS:
I'm quite sure the cyberweapons weren't around yet in that part of the series.

UPD:
Yeah, I've looked it up and DF doesn't seem to have cyberweapons apart from toxic exhaler. In HK the hand razors require 1 point in affinity (well, the basic ones anyway).

Advice for the novice player: hand razors are NOT considered "hand to hand" combat in Honk Kong. So if you have an Adept, for example, concentrating on HtH, the arm augmentations are USELESS.
