I read for Auto-Injector (Hyper) "accuracy is increased by 6% and incoming DMG is increased by 3 for 3 rounds of combat" for 0,5 Essens. Is the a mistake and decreased incoming DMG is meant?

No, it isn't a mistake, you do get increased incoming damage as a penalty by using it, so you must think carefully before doing so. The +6% bonus is a nice tactical bonus if you can use it when in cover, just be careful of it's side-effect when you're out in the open or there are multiple enemies that can reach you easily and break the cover.
What a pity.

But Hydraulic Jack Mk 1 for Legs gives +3 Movement without penalty (beside -1 Essence). Or is this a mistake?

Well, that's how drugs work! :P As for Hydraulic Jack, no, it isn't a mistake either; Cyberware have mostly positive effects, but they have negative effect in Essence, so it's easy to understand that mages & shamans aren't suitable characters for this type of enhancements (well, here's your "penalty" regarding cyberware!).
