I suppose you're talking of Shadow Warrior 2.
Razer Chroma is an RGB lighting system which creates lighting effects on compatible hardware. Here is a video that shows these effects in supported games.
In order to disable it, add "-nochroma" (without quotes) as command line argument in the executable's shortcut.
