So this happens at least in Shadow Warrior 2 in Windows 11.
For me the fix was to go to Geforce Experience, and in the settings disable "In-game overlay".
Googling for "shadow warrior 2 stuck intro" gave some other fixes too, in some Youtube vdeo the game shortcut compatibility settings were changed, and someone claimed you can "unstuck" the intro by just clicking the mouse a few times.
