I notice it isn't completely full screen when I run the game. on the bottom of my screen there is a black bar, is there a way to have the entire screen be used?

Try F5 button You will pull up the resolution this way too

You could also try a source port such as JonoF's Shadow Warrior Port (JFSW). That uses the game files, but updates the rendering engine to support widescreen, mouselook, etc.
