Huhza! I have found you can make the setting stick by creating an autoexec.cfg file in the game's root folder (.....GOG.com/Shadow Warrior 2013 dx11) and adding r_draw_lens_flares "0" to the autoexec.cfg file.
And holly cow does the game look better with the dirt off.
