If you have problems to run the game, try to choose a lower resolution!

For example i tried to use 2560x1440p but i got every time a DX Error with a long textbox.

When i choose only 1920x1080 the game runs without problems!

I had a similar error when I tried to run the game too. I think for those of us that have the problem the game can't run in your current Windows resolution, so for the OP downsizing to 1920x1080 worked, whereas for me (whose default resolution is 1920x1080) I selected 1600x900 and then it was okay.

IF this is the case (and I'm just guessing since there's no more users to base it on) I have no idea why, and it's a bit of a shame not to get maximum potential, but hey, it still looks a heck of a lot better than it did back in 1999.

I had the same problem. Tried to run the the game at 2560x1600, and I kept getting the error. Once I lowered the resolution setting, it stopped crashing on start up from the DX Error.
