I seem to be having some trouble finishing off Legion. I can empty a full magazine of my Violator AND fire from the Shadowgun into Legion, but he never dies. I watched a Youtube video of the battle (I beat this game long ago, so I didn't spoil it for myself), and Legion seemed to be moving a lot slower in the clip. Perhaps my processor is making him too fast or my bullets to slow? I don't know, I'm just guessing, but whatever the reason, he won't die and I can't put a cap on this fantastic game. Any suggestions? I have all 120 Dark Souls and all the equipment, so I really shouldn't be having this problem.

Legion is a pretty tough boss. He has an ungodly amount of health and will take pretty much all the violator ammo you can carry (999) to beat. The most important thing is to preserve your own health by dodging his attacks (or constantly switching to enseigne to absorb the homing shots and back to the violator once the air is clear). The second is not missing too often, because it is very hard (and time consuming) to beat him with just the shadowgun.

Also: The only way to kill him is with the shadowgun once he has been weakened enough. Don't miss this moment, or you'll have to weaken him again (and chances are you'll have run out of violator ammo at that point).

When I had this on the N64 I emptied both Violator clips on him and then it took another 10 mins or so blasting him with the standard weapons, voodoo and shadow gun before he goes down. He has a HUGE amount of health and it is a battle that does take a while.

Unfortunately the N64 version is the only one with two violators. In all other versions you get an artbook behind the last door instead.

Yeah, it was N64 only, it is at the top of the blood fall behind the level 10 gate at the start of Marrow Gates Deadside. On PC and all other systems you get the Book of Shadows.

Even with the 2 violators Legion still took ages to take down, takes even longer on PC.

You can only carry around 1000 rounds of violator ammo and the crates round the base of the arena have voodoo and ammo for the standard weapons so fire in short bursts when you have a lock on.

I found that the PC version in general is faster than the other versions of the game bar the Dreamcast which is around the same. The sisters move a lot faster on it also, just do the same though, lock on straffing and should be just fine.

Thanks for all the advice. I guess I'll just keep plugging away at him. One thing I might have missed is having to shoot him with the shadowgun just like the True-Forms.

You can take his health down any way you want with any weapon in your arsenal, just like anything else in the game, when he starts going funny into the staggered type phase that's when you need to finish him off with the Shadow Gun. Miss this point and he recovers and you have to keep plugging away at him again until you stagger him again.
A bit of a necro, but no, Legion doesn't have an insane amount of health. I couldn't figure out how to use the Accumulators (even though I found all 5 of them), so I didn't even have the Violator available against him. Just running around on the bottom floor and hitting him with fully charged Shadow Gun shots whenever an opportunity presents itself brings him down in a couple of minutes at most. Keep the shot charged and release it the moment he stops to attack you so that the shots have time to reach him before he moves again. From what I've seen of the Violator after finishing the game and looking up the use for the Accumulators, I don't think the Violator is even a good weapon against him. You want high powered single shots because a constant stream of bullets will hardly hit him.

If you don't stop moving, you can kite the homing shots until they expire and you can dodge the beam attack by changing movement direction just before he releases it. Just never stop moving and he basically can't touch you.

So just grab the Shadow Gun in one hand, Enseigne in the other to absorb any shots/beams you can't avoid and he goes down after a dozen or so fully charged hits.
