The title says it all. I fire up Seven Cities and whilst I can use the arrow keys to change the highlighted option, I can't select it. Enter doesn't work and hitting CTRL just dumps me out of the program. What gives?

I'm having the same difficulty.

After checking the manual, I found that the CTRL button is the main action button for PC.
