The installation from the downloaded installer works fine, only Galaxy Client fails.

Yup keeps saying Serpents in the Staglands refuses to update (to v18 I assume?)

I'm having this issue too. I tried installing it, because I hadn't had a chance to play it yet. It refuses to install.

EDIT: On Galaxy.

Please contact GOG support. It's obviously problem with GOG's end (servers, galaxy or both).

confirmed, same issue, just posted on the official serpent in the staglands website trying to get a Dev involved.
