I've managed to launch Sea Dogs without sail stretching bug which happens on newer computers!
Steps i've made:
1) Turned off integrated graphic card - you can do it in device manager
2) Edited "engine.ini" (it's placed in Sea Dogs installation folder) to set resolution to my native res (1366x768)
The thing is that game runs much slower (low FPS). If there is someone who can confirm that my method works - that would help others a lot.

i was already running game on 1366x768 because i had dxinit and invisible text issues too and i solved them from here:

to 1366x768 from there to which is my native res.
and then i started playing game i was having fun and i thought hey why dont i have more fun by getting rid of this bug too?
and i searched on web sea dogs sail bug on sea then i read an entry in piratesahoy there was a guy who couldnt solve his
problem which is the same of this it was a 2k16 post imma go tell him the solution soon enough after i write that.
back to the topic, later that website i came here by searching around on internet then i applied what you just said and it
worked for me after i turned off integrated graphic on device manager. i was freaked out cuz that worked cuz i thought
it would never be fixed and also i just wrote that because you said you need confirmation from another dude which
solution worked on.
i think that most bugs are on win 10 64 bit laptops with integrated graphics.
also i have v1.06 patch on. i also have adjusted the value of \resources\INI\fonts.ini to arial of whatever else font there is.
my specs are:
win 10 64 bit
nvidia 820m with integrated graphics intel(R) HD graphics
intel core i5 4210-U cpu
8 gigs ram
HP 15 notebook PC
Directx 12

edit:and uh, if you exprerience dxinit error at some point too, after changing width and height values in engine.ini to your native resolution make sure you start the game with administrator and with win xp pack 2 compability.
and i couldnt write reply to other dude because i didnt have the privilience so instead i started a conversation with him
telling the solution, should be fine enough. :) i'm done now.
