It does.

In fact, if you get an achievement and you aren't logged into Galaxy you'll get an API exception error and the game will no longer save.

i dont know if achiement is bugged or not. i have finish the game yesterday. but i didnt get some achiement, which i suppose to get.

which one i didnt get:
Script... all of them
Keylogger, since i didnt get a single Script...
Easy Money .. all of them
Master of Coin, since i didnt get a single Easy Money...
10 Stealth Kills in a row, i got 5 and 15.. oh wait...

if anyone have a same issue please let me know. i have being running though the city many time and i think i didnt miss any ATM or data terminal.
