Despite the fact that Sam and Max: Hit the Road is shown on the GOG to run on Mac, whenever I download it and try to run it, it just says "You can’t open the application “GOG Galaxy - Sam & Max Hit the Road” because it may be damaged or incomplete." The file also shows the weird application icon that usually indicates a corrupted file.

Sometimes my mac would do this when it thinks it's a security issue. You could try right-clicking the app and select "open" instead.

If that doesn't work, I'd recommend contacting GOG support for this game:

Use the backup installer or is that actually titled “GOG Galaxy - Sam & Max Hit the Road”? If you for some reason want the Galaxy client try installing from the Galaxy page.
