I can't start the game beacuse the d3dx9_41.dll isn't on my computer! I already tried downloading!!

Try updating DirectX 9 to the latest version via the web installer from Microsoft:

http://www.microsoft.com/en-us/download/details.aspx?id=35

This will download and install all the missing DirectX9 components in a clean way.

WARNING: The Installer also tries to install Bing Bar by default. Just de-select this option (on the second screen after agreeing to the EULA) and you're good to go.
