This is due to steam's policy and the ratings it get. I wonder if the version here on gog is also censored,
As what got censored; it seems certain scenes where nudity is involved and certain posters/billboards and that also the dildo weapon isn't there.
I know that the original SR:TT doesn't have that.

Plokite_Wolf: I actually ran the Steam version last night (I have both GOG and Steam versions, the latter to play co-op with a friend), the huge dildo is present and unedited. Nudity per se has always been pixelated in the Saints Row series unless you used mods to disable that. Where did you even read about such censorship?
