Right so I bought the games on sale yesterday for 9 USD and downloaded Saints Row 2 overnight. I've escaped Prison and am currently trying to enter cheats (specifically for the Sledgehammer because I've installed Gentlemen's of The Row and want to hit people with Mjolnr) I go to the phone menu, enter #952 (And every variant I could think of, including just the numbers without the #, or just the # to see if there is another menu that comes after) and all I ever get is "Sorry, this number is not in service" or something along those lines. Am I missing something, like do I need to unlock the ability to use cheats, or what?

Check the Reference subfolder which has a full listing of cheats. There was a memory limit of how many new cheat entries could be modded in, so some of the standard ones for weapons were removed to make space. What you can do though is install the optional open weapons mod in the GotR installer which will add every single weapon to both Friendly Fire (firing weapons) and Brass Knuckles (melee weapons.) Then simply buy the sledgehammer at Brass Knuckles.

If you don't like the rest of the open weapons mod, just rebuild a new patch without it and carry on.
