I found two of these things in the chest near the warg during the "Eyes of the Wolf" sidequest. I'm pretty sure they're just junk items, a reference to something or other, but I haven't tossed them yet because I"m not sure if getting two from the same chest was just an RNG critical or if they're part of an unmarked quest.

If I remember correctly you need to collect 6 different "Icons" items. Shell just one of them. Other items: Dark Elf Statue, Dragon Statue, Grail, Royal Statue and Seraphim Statue. This set will work only if you have all items in your inventory.
