Has anyone else had issues with this quest? I cannot seem to get the quest mob to appear (Restless Pirate, apparently) anywhere near the place the quest marker shows.

I have wandered all around the area where the quest marker shows with no luck, and tried loading/reloading multiple times.

Could someone please help me out in finding the special monster needed to finish this quest?

Thanks for the suggestion! I had found that guide and it was what I had been going off of to try to find this mob. However, I wound up reloading an earlier save (thankfully from only 30-40 minutes back) and got him to spawn no problem. So I guess I really must have run into a bug.
