Changing this option in the settings.cfg doesn't seem to do the trick.

Is it possible at all in Sacred Gold?

Just tested. Works fine for me (screenshot attached).

DEFAULT_SKILLS : 0

Not sure what could be the problem if that option is already set in your Settings.cfg
