I've been playing this game for sometime and have fully upgraded my character. I still have leftover skill points, is there a way to turn off the notifications to level up and how many skill points remaining?

The indicator stays on HUD if you have 3+ cores to remind you about spending them.
The situation in which you have no skills to invest in is extremely rare. I guess you're the first one to experience it.
Unfortunately, there's no way to turn this off.
