nstalled Ruiner but it will not load. Tried starting from Start menu shortcut. Tried Clicking purple play button in GOG Galaxy. Tried loading from the source exe in program files. I have tried restarting my computer and no luck. I have tried uninstalling and re-installing the game and no luck.

Everytime it's the same thing: GOG Galaxy syncs the game but nothing else happens. Occasionally the cursor will turn into a load wheel icon, but then it stops.

Sounds similar to a problem reported in Sep 2019.

System: Win10, intel i7, 8GB RAM

Anyone have any ideas?

I have the same problem, re-installing doesnt work.
I did a fresh reinstall of the game to see if I could help you with this problem but unfortunately I can't as the game just works 100% by default for me. No matter if I run it via my desktop shortcut or through GOG Galaxy: the game always started fine and I was able to play without any issues (except dying here and there, but that's something on my end). I'm playing the game on these system specs:

OS: Windows 10
CPU: Intel(R) Core(TM) i7-2600K CPU @ 3,40 GHz
GPU: Nvidia GeForce GTX 1060 6 GB (Game Ready Driver 460.79)
RAM: 16 GB DDR3 Crucial Technology
Same for Linux. Maybe the same cause.

Ubuntu 18.04. This is the first time I have tried to run it:

I had this issue and I tried quite a few things that others suggested should work. What actually ended up solving the problem for me was to disconnect my computer from the internet and then launching the game. It works great when there is no internet access around. It seems that my computer has reason to think that this file is somehow harmful.

Apparently, if you are using Intel 10th gen CPU or newer, "there is an error in the calculation of the OpenSSL instructions", which affects some game titles built on Unreal Engine and not updated since the release of those CPUs. So, if there is an Intel-10700-something Inside your PC, I'd recommend checking this out:
